Mini-omnium in Belgium
Mini-omnium, also called partial omnium, compensates a closed list of damage to your own vehicle: theft, fire, glass breakage, natural forces and animal collisions. Anything outside that list is not covered, whoever is at fault.

The closed list, cover by cover
Theft of the vehicle and, depending on the contract, attempted theft and damage caused during it. Anti-theft requirements often apply above a certain vehicle value.
Fire, including explosion and, at most insurers, lightning. Glass breakage covers the windscreen and usually the other windows, often with its own franchise or a repair-rather-than-replace condition.
Natural forces — hail, storm, flood, falling trees — and animal collisions, which in Belgium overwhelmingly means deer and wild boar in the Ardennes.
What is never in a mini-omnium: damage from a collision you caused. That is the whole distinction with a full omnium, and it is the most expensive gap to discover after the fact.
Why a partial omnium claim leaves your bonus-malus alone
The bonus-malus scale tracks claims where your liability is engaged. A hailstorm, a stolen car or a stone on the motorway engages nobody's liability.
Consequently a mini-omnium claim does not move your position on the scale and does not raise your third-party premium the following year.
That makes the arithmetic of claiming very different from a full omnium. On a partial omnium there is rarely a reason not to claim, beyond the franchise itself.
When it stops paying for itself
The premium is calculated on the vehicle's value, but the payout is calculated on its value at the time of the claim, after depreciation.
As the car ages, the premium falls more slowly than the compensable value. Past a certain point you are paying a meaningful annual sum to insure a payout that would not cover a replacement.
The honest test: compare the annual premium plus the franchise against what the insurer would actually pay out today. When the ratio stops making sense, drop to third-party only and keep the difference.

The whole product is the list. Ask for it in writing and read it before comparing premiums, because two contracts sold under the same name can cover different risks. The decisive detail most buyers miss: a mini-omnium claim does not affect your bonus-malus, which changes when it is worth claiming.
