Energy renovation is the one category where Belgium's three regions lend directly, below market rate and sometimes at zero interest. Checking your region's scheme before approaching a bank is the single most valuable step in this whole comparison.

What the regions finance
Roof and wall insulation, high-performance glazing, heat pumps, condensing boilers, ventilation systems, solar panels and solar water heaters make up the core of every regional scheme.
The logic is consistent across the three regions even though the names and ceilings differ: the region lends cheaply for work that lowers the energy consumption of Belgian housing stock, because that lowers a bill it partly subsidises elsewhere.
What the schemes do not finance is everything else. A new kitchen, a bathroom, a terrace or a structural extension falls outside them, however necessary it feels.
Loans and grants are separate
A regional loan and a regional grant are two different instruments, and most energy work qualifies for both. The loan spreads the cost; the grant reduces it.
They stack, but the sequence matters: grants are usually paid after the work, against invoices, while the loan funds the work itself. Budget for the gap between paying the contractor and receiving the grant.
Grant amounts in Belgium also depend on household income and, in several schemes, on the energy performance gain achieved. A quote that promises a specific grant without knowing your income bracket is guessing.
Certified contractors and paperwork
Most schemes require a registered contractor, and several require specific certification for heat pumps and solar installations. Work done by an uncertified installer — or by yourself — usually disqualifies the file entirely.
Keep every document: quotes, invoices, technical datasheets, and the installer's certification number. Regional administrations ask for them and refuse incomplete files rather than chasing you for the missing page.
Apply before the work starts where the scheme requires it. Several Belgian schemes will not accept a retroactive application, and there is no appeal against having started too early.
